Over the past three months, the Congressional Budget Office has produced a variety of budget and economic analyses, cost estimates, and analytic products, thus fulfilling its core mission of supporting the Congress during each stage of the legislative process. This newsletter is a companion to CBO's Recent Publications and Work in Progress as of June 30, 2024, which offers a summary of recent publications and those scheduled to be released in the coming months. CBO also regularly publishes presentations and budget and economic data, which can be found on the agency's website. |

Cost EstimatesCBO routinely provides the Congress with information about the effects of proposed legislation on the federal budget through its technical assistance and cost estimates. The agency is required to prepare a cost estimate for nearly every bill that is approved by a full Congressional committee of the House of Representatives or Senate. It also publishes cost estimates at other stages of the legislative process if requested to do so by a relevant committee or by Congressional leadership. In addition, CBO reviews bills scheduled to be considered under suspension of the rules in the House. Over the past three months, the agency published 234 cost estimates, including the following: |
- A cost estimate for S. 150, the Affordable Prescriptions for Patients Act of 2023, which would amend the Federal Trade Commission Act to prohibit “product hopping” (substituting a new formulation of a drug to forestall competition from a generic counterpart) by manufacturers and would limit the number of patents that may be asserted in litigation involving biological products.
- A cost estimate for H.R. 8070, the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025, which specifies the budget, expenditures, and policies of the Department of Defense for the upcoming fiscal year.
- A cost estimate for H.R. 6951, the College Cost Reduction Act, which would amend the Higher Education Act of 1965, making changes to federal student aid programs.
- A cost estimate for Senate Amendment 1911 to H.R. 3935, the FAA Reauthorization Act of 2024 (Public Law 118-63), which authorizes and amends programs administered by the Federal Aviation Administration and the National Transportation Safety Board for fiscal years 2024 through 2028.
