Cost Estimates Through its technical assistance and cost estimates, CBO routinely provides the Congress with information about the effects of proposed legislation on the federal budget. The agency is required by law to prepare a cost estimate for nearly every bill that is approved by a full Congressional committee of the House of Representatives or the Senate. The agency publishes cost estimates at other stages of the legislative process, too, if requested to do so by a relevant committee or by Congressional leadership. Also, CBO estimates the budgetary effects of bills scheduled to be considered under suspension of the rules in the House, a procedure sometimes used to consider legislation on the House floor in an expedited manner. This past quarter, the agency published 166 cost estimates, including the following: |
- A cost estimate for S. 1498, the Halting Ownership and Non-Ethical Stock Transactions Act, which would prohibit Members of Congress, the President, the Vice President, and their spouses and dependent children from owning or trading certain financial assets.
- A cost estimate for S. 323, the PLAN for Broadband Act, which would require the National Telecommunications and Information Administration to develop a plan for improving coordination among federal agencies to expand access to broadband internet and to submit that plan to Congress.
- A cost estimate for H.R. 580, the Unfunded Mandates Accountability and Transparency Act of 2025, which would require agencies that promulgate major rules—those with an annual economic effect of $100 million or more—to prepare and publish analyses of regulatory effects that would accompany the notice of proposed rulemaking and the final rule.
- A cost estimate for H.R. 5242, which would repeal two laws that reduced criminal penalties for youth offenders in the District of Columbia.
- A cost estimate for H.R. 6703, the Lower Health Care Premiums for All Americans Act, which would establish new rules for association health plans, modify requirements for individual and group health coverage, require contracts between plan sponsors and pharmacy benefit managers to meet certain standards, and appropriate funding for reductions in cost sharing.
- Supplemental cost estimates with information on the provisions related to Medicaid and spectrum auctions in Public Law 119-21.
