Over the past three months, the Congressional Budget Office has produced a variety of budget and economic analyses, cost estimates, and analytical products, thus fulfilling its core mission of supporting the Congress during each stage of the legislative process. This newsletter is a companion to CBO's Recent Publications and Work in Progress as of June 30, 2026, which offers a summary of recent publications and those scheduled to be released in the coming months. Cost Estimates Through its technical assistance and cost estimates, CBO routinely provides the Congress with information about the effects of proposed legislation on the federal budget. The agency is required by law to prepare a cost estimate for nearly every bill that is approved by a full Congressional committee of the House of Representatives or the Senate. The agency publishes cost estimates at other stages of the legislative process, too, if requested to do so by a relevant committee or by Congressional leadership. Also, CBO estimates the budgetary effects of bills scheduled to be considered under suspension of the rules in the House, a procedure sometimes used to consider legislation on the House floor in an expedited manner. This past quarter, the agency published 248 cost estimates, including the following: |
- S. 2, the Secure America Act, which would directly appropriate amounts for Customs and Border Protection for personnel costs; the procurement and maintenance of new technology; and other activities related to border security, and for Immigration and Customs Enforcement for personnel-related expenses. In support of the Senate’s vote-a-rama, CBO reviewed 80 amendments to the act.
- H.R. 8800, the National Defense Authorization Act for Fiscal Year 2027, which would authorize appropriations for various military departments, and amend policies relating to programs under the Department of Defense (DoD) and related agencies for fiscal year 2027 and beyond. CBO reviewed 1,151 amendments while the bill was being considered by the House Committee on Armed Services.
- H.R. 1346,the Nationwide Consumer and Fuel Retailer Choice Act of 2025, which would revise sections of the Clean Air Act to permit year-round sales of the E15 gasoline blend.
- H.R. 7567,the Farm, Food, and National Security Act of 2026, which would amend and authorize through 2031 various programs administered by the Department of Agriculture.
- H.R. 7613, the ALERT Act, which would establish procedures to reduce midair collisions of aircraft.
- H.R. 7813, the NOAA Weather Radio Modernization Act, which would authorize appropriations for the National Oceanic and Atmospheric Administration to maintain and modernize its nationwide network for weather forecasts and warnings.
- H.R. 940, the FAIR Exams Act, which would establish an Office of Independent Examination Review within the Federal Financial Institutions Examination Council.
