The Congressional Budget Office (CBO) has reviewed S. 1813, the Moving Ahead for Progress in the 21st Century Act, as passed by the Senate on March 14, 2012. CBO estimates that enacting the legislation would increase both direct spending and revenues; therefore, pay-as-you-go procedures apply.
