CBO estimates that enacting H.R. 3902 would have no effect on the federal budget. The bill would change the period of time during which the Board of Elections of the District of Columbia is required by law to hold a special election to fill a vacancy in the following positions: Chairman of the Council, Council Member, Mayor, and Attorney General.
