H.R. 3128 would allow a depository institution holding company to use one of two reporting dates to determine whether it must phase out the use of certain financial instruments as regulatory capital. CBO estimates that enacting the legislation would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

H.R. 1171 would reauthorize and amend the Marine Debris Research, Prevention, and Reduction Act. The bill would authorize the appropriation of $4.9 million annually through 2015 for the National Oceanic and Atmospheric Administration (NOAA) to carry out activities to reduce the amount of marine debris (such as plastic and lost fishing gear) in oceans and coastal areas.

H.R. 4400 would designate the Salt Pond Visitor Center at the Cape Cod National Seashore in Massachusetts as the Thomas P. O'Neill, Jr. Salt Pond Visitor Center. The bill also would authorize the National Park Service (NPS) to post an interpretive sign at the visitor center containing information about Thomas P. O'Neill, Jr.
