H.R. 4141 would require the United States Agency for International Development (USAID) to enhance the quality control mechanisms of programs that provide international food assistance, especially those assisting vulnerable groups (for example, pregnant and nursing women, children, and individuals infected with HIV). The bill also would expand the membership and responsibilities of the Food Aid Consultative Group.

H.R. 1160 would authorize the United States Fish and Wildlife Service (USFWS) to convey the McKinney Lake National Fish Hatchery to the state of North Carolina. The state currently manages the fish hatchery and pays all operating and maintenance costs under a Memorandum of Understanding with the agency. Under the act, the USFWS would retain the right to use fish hatchery facilities for certain purposes.

H.R. 3609 would require government agencies to identify and describe each program they administer, the cost to administer the program, expenditures for services, the number of program beneficiaries, and the number of federal employees and contract staff involved. Under the bill, that information would be posted on each agency’s Web site. In addition, H.R. 3609 would require an annual report by the Office of Management and Budget that identifies duplicative federal programs.

S. 241 would amend federal law to give new legal protection to certain nonfederal employees (contractors, grantees, state and local government employees, or others employed by entities that receive federal funds) who report waste, fraud, or abuse involving federal funds. Specifically, under the bill, anyone who reports the misuse of federal funds could not be demoted, discharged, or discriminated against because of the disclosure.
