H.R. 6313 expresses the sense of the Congress that the Secretary of State should take certain actions in response to maritime territorial disputes in East Asia. CBO estimates that implementing the bill would not have a significant effect on the federal budget.

Enacting H.R. 6313 would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.
