CBO wrote a letter to House Budget Committee Chairman Ryan about how the agency analyzes the economic effects of changes in immigration policy.

CBO has not completed an analysis of any immigration legislation that might be considered by the Congress this year, but past CBO estimates illustrate how the agency would assess the economic effects of major changes to immigration policy.
