Why Has Growth in Spending for Fee-for-Service Medicare Slowed?: Working Paper 2013-06

Between 2000 and 2005, spending per beneficiary in the fee-for-service portion of Medicare grew at an annual rate of about 7 percent, but between 2007 and 2010, that rate was closer to 4 percent. What caused that slowdown?
