CBO’s Budget Analysis Division seeks a manager to direct its 12-member Natural and Physical Resources Cost Estimates Unit. That group prepares cost estimates and budget projections for legislation affecting functional areas of the federal budget, including the following:
·General science, space, and technology,
·Energy,
·Natural resources and environment (including development of oil and gas on federal land),
·Agriculture,
·Transportation, and
·General government.
Candidates must have an advanced degree in public policy, public administration, economics, or a related field and at least 5 years of relevant experience (or a bachelor’s degree and at least 10 years of relevant experience), and they should possess superior analytical and quantitative skills and the demonstrated leadership qualities necessary to oversee a variety of work products and to manage a highly skilled staff in a complex, fast-paced, and constantly evolving legislative environment.
CBO is looking for a leader to manage and motivate a highly skilled group of six projections analysts and two programmers who manage the data systems for the Budget Analysis Division. The unit chief organizes, supervises, and evaluates their work to ensure high-quality, nonpartisan analysis, often under tight deadlines. In addition, the unit chief should be able to help staff develop professionally and encourage collaboration within and outside the organization.

That group communicates regularly with and provides assistance to Congressional committees; prepares policy studies and multiyear budget projections; and produces cost estimates for legislation affecting Medicare and programs of the Public Health Service.
