Applicants must have the knowledge and skills and a degree in economics or a related field and at least 5 years of relevant work experience. The position requires:

• Broad knowledge of tax policy and experience in analyzing the effects of changes in public policy;
• Outstanding leadership, research, and management skills; 
• Excellent communication skills, especially the ability to communicate technical material in a clear and concise manner both orally and in writing; and
• The ability to manage projects and to motivate and direct a strong professional staff.
