Senior Counsel

CBO seeks an attorney to fill the position of Senior Counsel, one of three attorney positions in the Office of General Counsel.   The Senior Counsel assists the General Counsel in providing legal advice to CBO’s management and staff concerning a broad range of legal issues in a fast-paced and complex environment. These include the interpretation and evaluation of legislative proposals under the Congressional Budget Act and related statutes; advising on areas of the law addressed in analytical reports prepared by CBO for the Congress; and formal and informal advice and assistance in all the general areas of law affecting CBO, such as appropriations, ethics, personnel and employment, procurement, and intellectual property.  In performing these duties, the Senior Counsel has contact with government officials at various levels, the private bar, the public, and Congressional staff members.   Qualifications Candidates for this position must have graduated from a law school accredited by the American Bar Association and be a member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.     Candidates should have the ability to:     • research and analyze complex factual and legal issues, and to present legally sound results in a clear, precise, and persuasive manner, orally and in writing, and with sensitivity to appropriate language and tone for the intended recipient or audience; • produce written work products in a number of formats, including regulations, legal memoranda, memoranda of understanding, correspondence, and draft legislation; and • provide a full range of legal advice and support arising from a variety of statutes and programs.   Applicants will be evaluated on their total background including experience, education, awards, and training. Volunteer Intern - Weapons Analysis

The National Security Division seeks a volunteer intern to work at least 16-20 hours per week at CBO during the spring semester to conduct an analysis of weapon system inventories at the Department of Defense (DoD). This division has primary responsibility for analyzing a broad range of national security policy issues, including defense, veterans affairs, homeland security, and foreign affairs. Its analytical areas include: weapons acquisition, technology development, defense and civilian manpower, defense and veterans health and disability, defense budgets, and homeland security programs. The intern will help collect and analyze data about the weapon system inventories of all four military services. This data will be used to estimate the average ages of the U.S. fleets of weapon systems, including combat aircraft, lift aircraft, tanks, combat vehicles, ships, and other systems. The analysis will form the core of a publication that CBO produces about the effects of DoD’s budget plans on budgets and weapons.  Under the guidance of a CBO analyst, the intern will work with appropriate agencies to collect the necessary data and conduct the analysis. Qualifications Candidates should be working towards a graduate degree in security studies, public policy, economics, or a related field, although current undergraduate seniors with excellent quantitative skills and prior research experience may be considered. Candidates must be detail oriented and proficient in Excel and/or MS Access. Prior experience working on military issues and familiarity with weapon systems is a plus. This position also requires a person with strong communication and organizational skills who can work independently and as a part of a team. Although this is a spring internship, it may be possible to extend through the summer. Unpaid internships can only be offered to students whose universities sponsor internships with federal agencies. Such a sponsorship does not require the student to receive compensation from the university, nor does it require the university to offer class credit for the internship. The university must be willing to complete CBO’s sponsorship form stating that it is sponsoring the student for an unpaid internship at CBO that will be of educational benefit to the participant. 2013 Volunteer Summer Internship Program

CBO volunteer summer internships provide excellent opportunities to experience and observe the budget process and policymaking at the federal level. The internships are located in Washington, D.C. They normally last 10 weeks beginning after Memorial Day. Interns contribute to CBO's work in program areas such as budget and tax policy, health care, national defense, the environment, education, retirement and other income assistance, regulation, and public investment. In addition, interns participate in an educational program that includes briefings on CBO's role in the budget process. CBO interns may also participate in seminars such as the Congressional Summer Intern Lecture Series, which has featured former Speaker of the House Nancy Pelosi, former Secretary of State Colin Powell, Supreme Court Justice Ruth Bader Ginsburg, and journalist Cokie Roberts. Required Skills Students should be pursuing graduate academic programs in economics, public policy, health policy, financial management, mathematics, statistics, or a related program. At this time we are unable to consider undergraduate students.  All CBO summer internships require solid writing skills and the ability to communicate clearly and concisely. Familiarity with computer programming, statistics, econometrics, and other quantitative methods is desirable. Ideal candidates also have exceptional interpersonal and analytical skills.
