Chief Financial Officer

CBO is seeking to fill the senior executive position responsible for directing the agency’s financial, accounting, and budgetary functions.   Under the direction of CBO’s Chief Administrative Officer, the Chief Financial Officer is responsible for all aspects of planning, execution, and oversight of the agency’s budgetary and financial activities, including preparing the annual budget and financial reports and establishing and implementing systems to monitor and control the agency’s expenditures in compliance with relevant rules and accounting standards; works closely with the Director and members of CBO’s senior staff in developing budget plans, and communicates and explains those plans to Congressional staff; provides financial analysis and advice to CBO’s leadership; and supervises the three-person staff in CBO’s Office of Financial Management. The Chief Financial Officer is a senior manager within CBO’s Management, Business, and Information Services Division, which provides support services to CBO's other divisions, including budget and finance, human resources, information resource management, facilities management, library services, and editorial and publishing services. Qualifications Candidates must have a proven track record in leading all areas of budget and financial management activities for a federal agency and knowledge of federal accounting standards and the federal budget process. Strong communication, analytical, and interpersonal skills are required, as is experience in supervising others. Candidates must have a bachelor’s degree or an advanced degree in accounting, financial management, or a related field. The individual must also have a strong background in:  budget development and formulation, including hands-on experience in budgeting for personnel compensation based on projected staffing needs, as well as in budget execution; financial management and accounting; implementation of financial management systems; and development and use of data bases to review, track, and analyze budget and financial management operations. Experience with managing contracts for financial services outsourced to other government agencies and knowledge of the Congressional appropriation process are preferred. CPA or CGFM certification is desirable. The selected candidate must be able to successfully complete a public trust investigation. Salary and Benefits Salary is competitive with Executive Branch compensation for senior executive positions and will be commensurate with the individual’s experience, education, and other qualifications.
