CBO is seeking to fill the senior executive position responsible for directing and managing the Tax Analysis Division. This division is responsible for providing the Congress with analyses of the effects of past and proposed changes to federal tax policies and projecting federal revenues as part of the Congressional Budget Office’s official ten-year budget "baseline." The Assistant Director will supervise a staff of about 16, most of whom have advanced degrees, mainly in economics, and extensive experience in preparing revenue projections or writing on issues of public finance. The agency’s analysis of issues and legislative proposals is a critical and direct input to the decisionmaking process of the Congress. The Assistant Director for Tax Analysis will work with CBO’s Director and Deputy Director to formulate and implement a strategic agenda for analysis on those topics. CBO’s studies and reports reflect the best current thinking; the Assistant Director will be responsible for ensuring that CBO’s analysis continues to meet those standards. Key responsibilities of the Assistant Director include working with Congressional committees to identify important issues for CBO’s analysis; overseeing the staff to ensure the timely preparation of high-quality and clearly written studies and reports and well-thought-out revenue projections; developing testimony for Congressional committees; and providing guidance on model design and development. Qualifications The ideal candidate will have excellent judgment and interpersonal skills; a proven track record as a manager; superior technical skills; and outstanding verbal and written communication skills. A Ph.D. in economics or a related discipline, or a master’s degree with equivalent professional experience, is required, along with significant relevant experience in academia, the financial industry, or a government agency. Significant ability to undertake quantitative analysis is essential to guide and review analytical products. Experience in producing or overseeing revenue projections as well as economic analyses of tax policy proposals will be valuable. Candidates must possess outstanding leadership qualities and a proven track record of managing and motivating a diverse staff in a fluid, high-pressure environment. Exceptional communications skills are also necessary, especially the ability to articulate technical material clearly and concisely, both internally and for CBO’s Congressional clients. As well, candidates should be able to build effective working relationships with staff on Capitol Hill and across an organization.
