Revenue Analyst

The Tax Analysis Division is seeking an economic analyst with an interest in tax research to add to its revenue estimating staff. The Tax Analysis Division is responsible for forecasting federal revenues as part of CBO's official budget projections and for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies. The analyst will have direct responsibility for the development of baseline revenue estimates and the estimation of revenue gains and losses from legislative proposals. The analyst will also conduct empirical research on federal tax policy issues, undertaking short-term analyses of current legislative proposals and preparing CBO studies. The position requires extensive personal contact with legislative and executive branch staff and a facility for quantitative work – including economic modeling and budget tracking. Qualifications The ideal candidate will have at least a Master’s degree in economics, public policy, or a related field; a strong economic and quantitative background; experience performing quantitative analysis in economic, tax, or closely related fields; excellent communication and interpersonal skills; the ability to initiate and complete projects independently and as part of a team; and a desire to work on issues of current or potential legislative interest to the Congress. Applied Microeconomist

The Tax Analysis Division is seeking an economist to conduct research and analyses on a broad range of federal tax policy issues. The Tax Analysis Division is responsible for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies and for projecting federal revenues as part of the Congressional Budget Office’s official ten-year budget "baseline." Ongoing and recently completed studies by the division include analyses of the distribution of major tax expenditures in the individual income tax system, options for taxing U.S. multinational corporations, effective marginal tax rates for low- and moderate-income workers, refundable tax credits, the taxation of businesses through the individual income tax, tax incentives for home ownership, and the elasticity of capital gains realizations, among others.   The position supports the work of the division by developing models (in particular, CBO’s individual income tax microsimulation model), using those models and various datasets to conduct economic analysis and empirical research, and writing reports, including CBO studies and testimonies.  Staff members are encouraged to actively participate in the policy research community by presenting papers at conferences, publishing articles in professional journals, and circulating preliminary research through CBO’s working paper series.   Qualifications Applicants should have either a Ph.D. in economics or a related discipline or a Master’s degree in those fields and equivalent experience. Assistant Analyst

The Health, Retirement, and Long-Term Analysis Division is seeking an Assistant Analyst to provide the division’s senior analysts with statistical analyses, graphics, literature reviews, and other research assistance. The selected candidate will also conduct independent research on a variety of topics. Assistant Analysts typically pursue professional or graduate degrees in fields such as economics, public policy, medicine, or law following their 2-3 year term appointments. The Health, Retirement, and Long-Term Analysis Division analyzes federal programs and policies concerning health care and retirement , including Medicare , Medicaid , subsidies to be provided through health insurance exchanges, and Social Security . The division works on some of the most hotly debated policy issues before the Congress, producing reports on a range of policy issues and options and providing detailed analyses of proposed legislation. The division is also responsible for CBO’s long-term budget projections and collaborates on analyses of the long-term effects of proposed legislation. Recently completed reports include an analysis of illustrative options for a premium support system in Medicare, a volume of health-related options for reducing the federal budget deficit, and the 2013 Long-Term Budget Outlook. Qualifications The position requires a person who can work well with a number of senior staff members, take initiative to gather suitable data to address policy questions, conduct spreadsheet and statistical analyses, assist with slide presentations and written reports, and complete assignments in a timely manner. Candidates must have strong quantitative, writing, and computer skills (e.g. STATA and/or SAS, Excel, Powerpoint, and Word), and a desire to work on issues of current legislative interest to the Congress. A bachelor’s degree with a major or minor in economics or a related discipline is also required.   Salary and Benefits Salary range is $37,000-$43,000, and will be commensurate with education and related experience. Communications Intern

The Office of Communications seeks an intern with a strong work ethic to assist with the agency’s media relations and public affairs during the summer. The successful candidate will report to the Associate Director for Communications and will serve as a key member of the communications team. Duties include responding to phone and email inquiries from the media and general public on a wide range of topics, attending and preparing for congressional hearings, and working on other communications projects as needed.  Previous communications interns have served a front-line role representing CBO and have interacted regularly with staff across the agency as part of performing their day-to-day responsibilities. Qualifications Candidates should be working toward a master’s degree, preferably in journalism, mass communications, radio-television, or a related field with a strong focus or interest in government and/or political science. Candidates must thrive in a fast-paced environment and be able to effectively handle multiple tasks and complete projects under tight deadlines. Strong written and oral communication skills and the ability to work independently and as part of a team are required. Previous experience in journalism or media relations is desired and familiarity with, and interest in, social media would be a plus. Salary and Benefits The salary is based on academic level and related experience. This is a temporary position that is expected to last approximately ten weeks between May and August. The selected candidate would be expected to work a 40 hour week, but an alternate schedule may be considered. Housing and relocation expenses are not provided but the candidate will be eligible for a local transportation subsidy.
