Assistant Analyst

The Health, Retirement, and Long-Term Analysis Division is seeking an Assistant Analyst to provide the division’s senior analysts with statistical analyses, graphics, literature reviews, and other research assistance. The selected candidate will also conduct independent research on a variety of topics. Assistant Analysts typically pursue professional or graduate degrees in fields such as economics, public policy, medicine, or law following their 2-3 year term appointments. The Health, Retirement, and Long-Term Analysis Division analyzes federal programs and policies concerning health care and retirement , including Medicare , Medicaid , subsidies to be provided through health insurance exchanges, and Social Security . The division works on some of the most hotly debated policy issues before the Congress, producing reports on a range of policy issues and options and providing detailed analyses of proposed legislation. The division is also responsible for CBO’s long-term budget projections and collaborates on analyses of the long-term effects of proposed legislation. Recently completed reports include an analysis of illustrative options for a premium support system in Medicare, a volume of health-related options for reducing the federal budget deficit, and the 2013 Long-Term Budget Outlook. Qualifications The position requires a person who can work well with a number of senior staff members, take initiative to gather suitable data to address policy questions, conduct spreadsheet and statistical analyses, assist with slide presentations and written reports, and complete assignments in a timely manner. Candidates must have strong quantitative, writing, and computer skills (e.g. STATA and/or SAS, Excel, Powerpoint, and Word), and a desire to work on issues of current legislative interest to the Congress. Labor Economist/Writer

The Long-Term Analysis Unit in the Health, Retirement, and Long-Term Analysis Division seeks a labor economist with a strong interest in long-term implications of federal budgetary policies and a proven ability to write about such issues for nontechnical audiences. Much of the analysis in the Unit relies on a microsimulation model that provides a basis for analyzing the economic well-being of individuals across and within birth cohorts as well as for projecting budget outcomes, with a special focus on Social Security, Medicare, and Medicaid. The unit provides the Congress with analyses in the areas of retirement, disability, and health and leads CBO’s long-term modeling initiatives. Recently, the unit has developed a state-of-the-art method for projecting individual earnings, assessed policy options for the Social Security Disability Insurance program, and analyzed the long-term outlook for the federal budget.  The focus of this position is on writing about complex issues of long-term budgetary policy, which involves working with individuals and teams of analysts at CBO who are conducting research in these areas to frame, draft, and edit reports for nontechnical and nonacademic audiences. The position may involve conducting original research on and analysis of policy issues, but the primary focus will be on drafting reports and other written products (such as Congressional testimony) in collaboration with analysts who are technical experts on a broad range of topics. CBO has very high standards for the accuracy, precision, clarity, and objectivity of its written work.  Qualifications Candidates with a Ph.D. in economics or equivalent and experience relevant to microsimulation modeling will be given preference. Communications Intern

The Office of Communications seeks an intern with a strong work ethic to assist with the agency’s media relations and public affairs during the summer. The successful candidate will report to the Associate Director for Communications and will serve as a key member of the communications team. Duties include responding to phone and email inquiries from the media and general public on a wide range of topics, attending and preparing for congressional hearings, and working on other communications projects as needed.  Previous communications interns have served a front-line role representing CBO and have interacted regularly with staff across the agency as part of performing their day-to-day responsibilities. Qualifications Candidates should be working toward a master’s degree, preferably in journalism, mass communications, radio-television, or a related field with a strong focus or interest in government and/or political science. Legal Intern

The Office of General Counsel seeks an intern with a strong work ethic to assist in a variety of legal support services. The successful candidate will report to the General Counsel and Deputy General Counsel.  Duties include legislative research, a nalyzing authorities for obtaining restricted information, counseling clients on issues involving government ethics, learning to review government contracts, and conducting other legal research in support of CBO’s analytic products. Additional responsibilities include drafting legal memorandums and briefs about the significance to CBO of various court decisions, assisting with statutory interpretation, and verifying legal citations in CBO draft reports. An intern may also have the opportunity to support ongoing litigation with legal research, brief writing and editing, and witness preparation. Qualifications Candidates must be working toward a juris doctorate degree. The ability to handle multiple simultaneous tasks and complete projects under tight deadlines is required. Candidates should have strong communication and organizational skills and be able to perform requested legal and factual research using both electronic and manual library searches. Strong interpersonal skills are a must. The position also requires a person who can work independently and as a part of a team. Training or experience in legislative affairs and prior paralegal or legal office experience is desired, but not required. Applied Microeconomist

The Tax Analysis Division is seeking an economist to conduct research and analyses on a broad range of federal tax policy issues. The Tax Analysis Division is responsible for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies and for projecting federal revenues as part of the Congressional Budget Office’s official ten-year budget "baseline." Ongoing and recently completed studies by the division include analyses of the distribution of major tax expenditures in the individual income tax system, options for taxing U.S. multinational corporations, effective marginal tax rates for low- and moderate-income workers, refundable tax credits, the taxation of businesses through the individual income tax, tax incentives for home ownership, and the elasticity of capital gains realizations, among others.   The position supports the work of the division by developing models (in particular, CBO’s individual income tax microsimulation model), using those models and various datasets to conduct economic analysis and empirical research, and writing reports, including CBO studies and testimonies.  Staff members are encouraged to actively participate in the policy research community by presenting papers at conferences, publishing articles in professional journals, and circulating preliminary research through CBO’s working paper series.   Qualifications Applicants should have either a Ph.D. in economics or a related discipline or a Master’s degree in those fields and equivalent experience. Labor Economist

Chief Information Officer

The agency is seeking a Chief Information Officer (CIO) to serve as its principal IT adviser and to lead, manage, and work alongside the staff of the 13-person Information Resource Management and Technology Services Unit. The unit is responsible for the acquisition, implementation, management, and support of most of the agency’s technical resources and services, including computers, software, data, telecommunications, network infrastructure, servers, IT security, virtual technology, and help desk operations. The CIO, who reports to the Chief Administrative Officer, is responsible for managing all of the agency’s IT functions, programs, and initiatives—including strategic, capital, and operational plans and related budgets; enterprise architecture; servers, computers, and all other hardware; virtual technology; software; data; IT security; and help desk operations. Advising and interacting with CBO’s leaders, the CIO is tasked with delivering highly reliable, cost-effective, and secure IT services. As a small agency, CBO requires a unique ability to be equally strategic and hands-on. Qualifications The successful candidate will be a seasoned IT professional with these qualifications: • Significant recent (within last 5-7 years) hands-on technical experience (to include troubleshooting and problem resolution) in several major IT functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, and help desk operations. • At least 6 years of experience managing IT professionals with an array of skills and experience and the ability to help select, develop, and manage a diverse workforce. • Solid experience with IT budgets, including budget preparation, justification, and execution, along with skills in cost-benefit analysis. • The ability to plan, evaluate, and adapt in a changing environment and to ensure a stable IT environment. • Project management experience across the system development life cycle, particularly with new technologies and complex implementations of both hardware and software. • Exceptional oral and written communication skills to effectively convey complex technical information to a nontechnical audience clearly and persuasively. • Proven ability to build team support and develop collegial, collaborative working relationships with a broad range of internal and external constituencies and willingness to take on projects and implement solutions oneself when necessary. A bachelor’s degree in information technology, computer science, business, public administration, or related field is required. Preferred qualifications include a graduate degree and recent federal government experience. The candidate must have, or be able to obtain and maintain, a favorably adjudicated Top Secret/SCI clearance.
