The Budget Analysis Division is seeking an Assistant Analyst to provide research assistance to the analysts in the division’s two health care units. Typical tasks will include monitoring of Medicare demonstrations and initiatives implementing elements of the Affordable Care Act, data collection and analysis, literature reviews, and development and production of written summaries, charts, and tables. The selected candidate will also conduct independent research on a variety of topics. Assistant Analysts typically pursue professional or graduate degrees in fields such as economics, public policy, medicine, or law following their 2- to 3-year term appointments at CBO. CBO’s health analysts work closely with key Congressional staff on the development of federal health care policy. They prepare multiyear spending projections for federal health care programs—including Medicare, Medicaid, health care exchanges, and the Public Health Service. They also analyze the President’s budget proposals, and prepare cost estimates for legislation being considered by the U.S. Senate and House of Representatives. Legislation may encompass a wide range of initiatives affecting the financing or delivery of health care services, including proposals to modify benefits, alter payment methodologies in an effort to create financial incentives for providers to change how they deliver care, or to change the terms of federal regulation of health insurance coverage or of federal assistance to pay for such coverage. The Assistant Analyst will have the opportunity to get involved in a broad array of such health care spending projections—both under current law and for a variety of proposals. Qualifications A bachelor’s degree with a major or minor in a discipline that emphasizes quantitative analysis is required. Candidates must have strong quantitative, writing, and computer skills (in particular: Excel, Powerpoint, Word, and a programming or statistical-analysis language), and a desire to work on issues of current legislative interest to the Congress. The position also requires a person who can work well with a number of senior staff members, take initiative to gather suitable data to address policy questions, conduct spreadsheet and statistical analyses, assist with slide presentations and written reports, and complete assignments in a timely manner. This is a position for undergraduates - CBO does not consider individuals with or completing a graduate degree for assistant analyst positions.
