Senior Accountant

CBO’s Office of Financial Management, which consists of four professional staff members, seeks a senior accountant to manage accounting operations. The person in this position serves as the agency’s top accounting professional and reports to the Chief Financial Officer. The senior accountant oversees the day-to-day accounting activities and provides direction for accounting operations overall. The senior accountant oversees the preparation, recording, and reconciliation of obligations and payments for all nonpayroll expenditures and all accounts on which they are based, including documenting accounting policies and procedures and communicating that information to CBO staff. The incumbent also oversees the preparation of agencywide financial statements and internal management reports as well as all aspects of the annual audit for the agency—from the audit contract to the preparation of the agency’s responses to audit findings. The senior accountant understands and provides advice on laws and regulations that apply to accounting and auditing; monitors, tracks, and reports any deficiencies and material weaknesses; identifies internal control issues and makes recommendations for their resolution; and provides guidance on internal controls and audit/review-related matters to stakeholders across CBO.  Qualifications - revised on May 21, 2014 Candidates must have at least 10 years of federal governmental accounting experience, with at least 5 years in a senior-level role. Direct experience with the federal government’s standard general ledger and with the preparation of government financial statements as well as demonstrated knowledge of pertinent federal laws and regulations and relevant policies and procedures, including internal controls, are essential. Candidates must have the ability to gather, assemble, and analyze data for timely reconciliation and accurate accounting reporting. They must also have had hands-on day to day experience with a financial management system and the ability to resolve complex accounting system problems. Experience implementing a financial management system is a plus. Demonstrated strong leadership skills with a proven track record in mentoring people in a dynamic environment and demonstrated ability to collaborate with employees at all levels, both internally and externally, are also required. The ability to handle a wide range of time-sensitive projects simultaneously, along with the flexibility to work additional hours as required, is essential, as is the ability to communicate effectively, both orally and in writing. Candidates must have a bachelor’s degree in accounting or a similar field and be able to obtain and maintain a public trust background investigation. Familiarity with government travel regulations is beneficial, as is being a certified government financial manager (CGFM) or certified public accountant (CPA).
