Health Analysts

The Budget Analysis Division is seeking analysts who will focus primarily on spending projections and analysis of legislation involving the Medicare and Medicaid programs. CBO’s health analysts work closely with key Congressional staff on the development of federal health care policy. They prepare multiyear spending projections for federal health programs, analyze the Administration’s budget proposals, and prepare cost estimates for legislation being considered by the U.S. Senate and House of Representatives. Legislation may encompass a wide range of initiatives affecting the financing or delivery of health care services, including who is eligible to enroll, which benefits are covered, how much the federal government pays for covered benefits, and the terms under which health care providers participate in a federal program. The Congress relies on such analyses to evaluate the President's budget proposals and measure the potential budgetary effects of policy proposals. Individual CBO analysts have wide-ranging responsibilities and often play a significant role in the legislative and budget process. Qualifications Applicants must have a graduate degree in public policy, public administration, public health, economics, or a related field. These positions require individuals with strong skills in quantitative methods, an interest in health policy, and: •    Ability to develop and maintain microsimulation and spreadsheet models for analysis of health policies; •    Ability to clearly explain and defend analytic results orally and in writing to colleagues, Congressional staff, Members of Congress, and the public; •    Ability to work on multiple projects simultaneously, frequently under tight deadlines; and •    Desire to make a direct contribution to the development of health policy in a nonpartisan setting.  Relevant experience in policy analysis is required, and a familiarity with SAS data analysis software in that context is highly desirable. Knowledge of health care financing issues, familiarity with private insurance markets and federal health programs, and experience using SAS to work with survey data or other large data sets to analyze health policy are strongly preferred.
