Unit Chief for Low-Income Health Programs & Prescription Drugs

The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO’s Budget Analysis Division seeks a manager to direct one of its five units responsible for preparing multiyear budget projections, producing cost estimates for legislation, and providing ongoing assistance to Congressional committees in their development of legislation. In particular, the unit—which currently consists of eight analysts—covers health programs for low-income people, including: Medicaid, The Children’s Health Insurance Program, and Subsidies provided through health insurance exchanges established by the Affordable Care Act. The unit also deals with a number of other health-related federal programs and activities. (Medicare and some other health care topics are covered by a separate unit within the Budget Analysis Division that works closely with this unit.) The unit chief will be responsible for organizing, overseeing, and reviewing the unit’s work so as to produce high-quality, nonpartisan analyses and estimates, often under tight deadlines. Those responsibilities will include coordinating, reviewing, and editing CBO cost estimates for proposed legislation. Effective communication with key Congressional staff is essential to success in this process, along with guiding and coordinating the communications with Congressional clients by the unit’s analysts. The unit chief will also coordinate the unit’s preparation of 10-year baseline spending projections and analyses of the President’s annual budget proposals, and help develop and review CBO’s studies of health-related policy issues. Much of the unit’s work is done in close collaboration with other units in the Budget Analysis Division, other divisions at CBO, and staff of the Joint Committee on Taxation. Qualifications Experience with health or social policy analysis, familiarity with one or more of the program areas that fall within the unit’s areas of responsibility, experience in working with federal budget issues, and knowledge of the Congressional budget process are valuable attributes for this position. Demonstrated leadership experience and ability is also strongly preferred. That experience could include prior management of projects and staff, or significant coordination responsibilities for projects that required participation of several people. Strong oral and written communication skills are necessary, especially the ability to communicate complex material clearly and concisely. Unit Chief For Long-Term Analysis

The Long-Term Analysis Unit (LTAU) of CBO's Health, Retirement, and Long-Term Analysis Division is seeking to fill a leadership position with responsibilities for managing and directing analyses of long-term issues in the areas of retirement, disability, and health. Much of the analysis conducted in LTAU relies on a microsimulation model that provides a basis for assessing the economic well-being of individuals across and within birth cohorts, and for projecting long-term budgetary outcomes, with a special focus on Social Security and major federal health care programs. Recently, LTAU has developed a state-of-the-art method for projecting individual earnings, assessed policy options for the Social Security Disability Insurance program, and released a report on the long-term outlook for the federal budget, which is a regular and ongoing responsibility of the unit.   The unit chief will work with other managers in the Health, Retirement, and Long-Term Analysis Division and in other divisions to develop and implement a strategic agenda for long-term analyses, and will guide the work of the analysts in the unit. CBO’s studies and reports reflect the best current thinking on complex budgetary and economic questions, with analyses that are nonpartisan, objective, and conducted with methodological rigor; the unit chief will be responsible for ensuring that those standards are maintained. Key responsibilities include collaborating with analysts and other managers across CBO; working with Congressional committees to identify important issues for CBO’s analyses; ensuring the timely preparation of high-quality and clearly written studies and reports; and developing testimony for Congressional committees. The unit chief also plays a critical role in helping the LTAU analysts achieve a high level of performance and furthering their professional development. Qualifications Applicants must have a PhD in economics or related discipline; a proven track record as a researcher and project manager; considerable experience in the analysis of social insurance and labor force programs; and superior technical skills, including experience with complex economic models.
