Deputy Chief Information Officer

The Management, Business, and Information Services Division seeks a Deputy Chief Information Officer (DCIO), who will report to the Chief Information Officer (CIO) and will assist the CIO in planning, organizing, coordinating, budgeting, and managing activities necessary to carry out the agency’s information technology (IT) mission. Those activities involve several major IT functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, and help desk operations. Responsibilities encompass the acquisition, installation, and support of the agency’s IT resources and services, including all computers, digital equipment, software, data, information/timesharing systems, data/voice communications, networks/infrastructure, and Web/Intranet services. This position involves technical duties, including technical support, hardware/software research, contract management, and other related tasks, as well as technical and administrative writing.  Reliable and effective IT is critical to CBO’s ability to respond to the needs of the Congress in a timely manner. Hence, the CIO and the DCIO will be responsible for taking the necessary steps to maximize the reliability of the agency’s IT systems and to ensure quick and effective action when there are IT problems. This requires balancing the immediate needs of the user community with the current workload of the IT staff and the agency’s longer-term IT priorities.  The DCIO will have a strong IT background and demonstrated leadership experience with good oral and written communication skills; the ability to structure and organize work, set priorities, achieve goals, and meet deadlines; and the experience to plan, evaluate, and adapt to a changing environment and to help select, develop, and manage a diverse workforce.  Qualifications This position requires: •    A bachelor’s degree, preferably in information technology, computer science, business, or public administration; an advanced degree in computer science or technology management is desirable. •    Significant recent (within last 5-7 years) hands-on technical experience (to include troubleshooting and problem resolution) in several major IT functions, such as application development, information security, network management, architecture and infrastructure, storage and email systems, and help desk operations.  •    Experience managing an IT budget in the federal government, including budget analysis, preparation and justification. •    Proven ability to build team support and develop collegial, collaborative working relationships with a broad range of internal and external constituencies.  •    At least 6 years of experience managing IT professionals with an array of IT skill sets and experience. •    Ability to obtain and maintain a favorably adjudicated Top Secret/SCI clearance.  Also desired are: •    Project management experience, particularly with client/server system development, life cycle, data center operations, and helpdesk.  •    Technical certifications. •    Prior experience as a DCIO.  Salary and Benefits Salary is competitive and will be commensurate with education and related experience. Software Developer/Engineer

The Information Resources Management office (IRM), a unit of the Management, Business, and Information Services Division (MBISD), seeks a Software Developer/Engineer who has expertise in all phases of the software development life cycle as well as broader experience in IT operations and management.   IRM supports the entire agency through the identification, selection, and deployment of a variety of commercial off-the-shelf (COTS) software products as well as through the development and deployment of a limited number of custom software applications. Our COTS products consist of a wide variety of standard business and administrative systems (HR, finance, etc.) while our custom applications run a wide gamut: MS Access administrative applications and Microsoft SharePoint based applications. IRM is also responsible for the procurement, deployment and management of all segments of technology infrastructure: network, data storage/ backups, and IT security among many other things.     The successful candidate will have experience with software selection, development, maintenance, and migration projects for a variety of systems over a broad range of technology platforms.     Qualifications This position requires: •  A bachelor’s degree, preferably in information technology or computer science; an advanced degree in computer science or technology management is desirable. •  A minimum of five years of experience programming applications with equal emphasis on client and server-side browser based technologies.   •  Extensive experience with SQL/Microsoft SQL Server to include experience with Microsoft SharePoint as well as VBA and SQL experience, he or she will become the primary programmer for two (2) custom software applications as well as other custom software applications as needed; each utilize MS Access front-ends for user input and are linked to SQL server back-ends for data storage.   •  A thorough knowledge of SQL Server Management Studio, with the ability to manage logins, assign server roles and develop maintenance plans.   •  The ability to import and link to an ODBC database and utilize the “Linked Table Manager” from within MS Access.   •  Experience with programming in the following applications/languages: Access 2007 and 2010 (create and maintain tables, queries, forms, reports and modules); Excel 2007 and 2010; and SharePoint (publish documents and VBA applications). •  Must be proficient in C/C++ and the Visual Studio development environment to enable support of the wireless database application which tracks CBO’s wireless phone expenditures each month through each fiscal year.
