The Management, Business, and Information Services division—which provides editorial and publishing services for the agency—seeks an editor. The job involves making analytical and technical reports clear and accessible to a broad audience––including Members of Congress, Congressional staff, researchers, and other members of the public. The Tax Analysis Division is seeking an economist to conduct research and analyses on a broad range of federal tax policy issues. The Tax Analysis Division is responsible for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax policies and for projecting federal revenues as part of the Congressional Budget Office’s official ten-year budget "baseline.” Recently completed studies by the division include analyses of the distribution of federal taxes and spending, the distribution of major tax expenditures in the individual income tax system, effective marginal tax rates for low- and moderate-income workers, refundable tax credits, the taxation of businesses through the individual income tax, tax incentives for home ownership, and the elasticity of capital gains realizations, among others. The analyst will conduct empirical research on a wide variety of federal tax policy issues, such as the effect of taxes and transfers on labor supply. The Congressional Budget Office (CBO) is a small, nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO’s Budget Analysis Division seeks an analyst to work in its Income Security and Education Cost Estimates Unit. That unit is responsible for preparing multiyear budget projections and producing cost estimates of legislative proposals for income security, nutrition, housing, and education programs. The Macroeconomic Analysis Division generates CBO’s economic projections that underlie the agency’s 10-year budget projections, studies major developments in the economy, and analyzes the economic effects of fiscal policy. The division is seeking a macroeconomist with a broad range of related skills and interests. Recent and ongoing work in the division suggests the scope of those interests: hysteresis in the labor market, a new model of business investment, revisions to CBO’s estimate of potential output, and the crowding out of investment by the federal deficit. The successful candidate will contribute to the division's responsibilities.
