The Budget Analysis Division is seeking an analyst to work in its Private-Sector Mandates Unit. This is an opportunity to be involved in supporting and carrying out CBO’s responsibilities under the Unfunded Mandates Reform Act. The primary responsibility of analysts in the Private-Sector Mandates Unit is to prepare estimates of the effects of federal legislation on individuals and businesses. Analysts provide information to Congressional committees in the preparation of legislation and may contribute to other CBO products related to the effects of legislation. The new analyst will cover a portfolio of specific program areas that could include commerce, national defense, and international relations (but the eventual portfolio will be determined at the time of hiring). Qualifications Candidates must have a master’s degree in public policy, public administration, economics, or a related field of study. The ideal candidate will be someone who is adept at searching out sometimes hard-to-find information that will help explain the potential effects of legislation and distilling that information into a concise, readable format. Candidates for this position must be able to accurately interpret and analyze legislative proposals, and the ability to gather suitable data to address policy questions is important. Candidates must also have a strong quantitative orientation and, because the pace is closely tied to the flow of legislative activity on Capitol Hill, the ability to write well and complete projects under tight deadlines. Training or experience in industry or regulatory analysis or experience with the legislative process is desired, as well as some proficiency with databases and related systems.
