Assistant Director for Budget Analysis

CBO is seeking to fill the senior executive position responsible for directing and managing the Budget Analysis Division. This division, the largest in CBO, is responsible for providing the Congress with estimates of the effects on federal spending of proposed legislation and policy options, preparing estimates of the costs to state and local governments and private entities of proposed federal mandates, and preparing major portions of CBO’s 10-year budget projections (the "baseline") and of the reports that present and explain them. The Budget Analysis Division regularly produces between 500 and 600 formal cost estimates each year, as well as providing thousands of informal estimates to committee staff during their development of legislative proposals. The division’s products are critical, direct inputs to the decisionmaking process of the Congress.    The Assistant Director for Budget Analysis manages a staff of about 80 people, including 11 other division managers, more than 60 analysts (most of whom have advanced degrees in public policy, public administration, or a related field), and a small administrative support staff. He or she works closely with CBO’s Director, Deputy Director, and other managers to coordinate work on CBO’s analyses that involves staff in various parts of the agency, and oversees the division’s input to and reviews of other CBO products. For example, analysts in the Budget Analysis Division often prepare estimates of the effects of various policy options for inclusion in reports prepared by people in other parts of CBO and often serve as key reviewers of the internal drafts of those reports.    The Assistant Director is responsible for carefully reviewing the division’s work to ensure high-quality analysis and effective communication of the results. Another critical responsibility is working closely with Congressional committees and House and Senate leadership staff to identify what estimates they need and when they need them and to set priorities for the division’s work so that estimates and other products are available when needed for Congressional deliberations.    Qualifications This position requires a person with in-depth knowledge of the Congressional budget process and the concepts, structure, and detail of the federal budget as a whole, as well as superior analytical skills, keen attention to detail, and significant direct management experience, preferably in a role of overseeing analytical work. A master’s degree in public policy, economics or a related discipline, or a bachelor’s degree with equivalent professional experience, is also required. The successful candidate must possess outstanding leadership qualities and the ability to both manage and motivate a diverse staff in an often-fluid and high-pressure environment. Exceptional communication skills are essential, especially the ability to articulate the results and basis of CBO’s analyses clearly and concisely, both internally and for CBO’s Congressional clients.    Salary and Benefits Salary is competitive with Senior Executive Staff positions in the executive branch and will be commensurate with education, experience, and other qualifications. Summer Intern - Information Technology

The Information Resources, Management, and Technology Services Unit in the Management, Business, and Information Services Division seeks a summer intern with a strong work ethic to be part of a 12-person IT shop, performing desktop computer support and related assignments. Duties include hardware and software installation, troubleshooting and problem resolution, and special projects. This position will begin in May.   Qualifications Candidates working toward a graduate degree in information technology, computer science, or a related field are preferred, students beginning their senior year in 2015 and students who have completed their undergraduate degree during the 2014-15 academic year will also be considered.   Experience or training in troubleshooting MS Office and Windows 7 issues is required. Experience installing and maintaining applications in various environments (Windows Server, VMWare, Apple OS, and Citrix), and experience working as part of an IT help desk are desirable. Candidates should have the ability to handle multiple simultaneous tasks and to complete projects under tight deadlines. Strong communication and interpersonal skills are a must. Assistant Analyst

The Tax Analysis Division is seeking candidates for an assistant analyst position not to exceed three years. The division is responsible for producing budget estimates and policy analyses involving tax and revenue issues—including developing CBO's official 10-year "baseline" budget estimates, responding to Congressional requests, tracking revenue bills through the legislative process, estimating the revenue effects of some legislation, preparing CBO testimony on tax-related matters, conducting long-term policy research on tax issues, and writing CBO reports on tax topics.   Assistant analysts are involved in estimating federal revenues, analyzing tax policy issues, and providing support to other members of the Tax Analysis Division. The analyst in this position will have direct responsibility for the development of baseline budget estimates for certain revenue sources, for tracking revenue bills through the legislative process, for estimating the revenue effects of selected proposals, and for the maintenance of databases on revenues from all sources. The work will include extensive personal contact with others in the legislative and executive branches. The position requires a facility for quantitative work, including economic modeling and budget tracking.  Qualifications The ideal candidate will have a bachelor's degree in economics or a related field and a strong economic and quantitative background. In addition, the position requires excellent communication and interpersonal skills, strong computer skills, the ability to work independently and meet deadlines, and an interest in the Congressional budget process.  The position also requires a person who can work well with a number of senior staff members and take the initiative to gather suitable data to address policy options. Note: This is an entry-level position for people with an undergraduate degree and is not for those who have a graduate degree or will obtain one within the next year. Assistant Analyst

The Health, Retirement, and Long-Term Analysis Division is seeking an Assistant Analyst to provide the division’s senior analysts with statistical analyses, graphics, literature reviews, and other research assistance. The selected candidate will also conduct independent research on a variety of topics. Typically, assistant analysts pursue professional or graduate degrees in fields such as economics, public policy, medicine, or law following their two- to three-year term appointments at the agency.  The Health, Retirement, and Long-Term Analysis Division analyzes federal programs and policies concerning health care and retirement, including Medicare, Medicaid, subsidies provided through health insurance exchanges, and Social Security. The division works on some of the most hotly debated policy issues before the Congress, producing reports on a range of policy issues and options and providing detailed analyses of proposed legislation. The division is also responsible for CBO’s long-term budget projections and collaborates on analyses of the long-term effects of proposed legislation.  Recently completed reports include an analysis of illustrative options for a premium support system in Medicare, a volume of health-related options for reducing the federal budget deficit, and the 2014 Long-Term Budget Outlook . Qualifications The position requires a person who can work well with a number of senior staff members, take the initiative to gather suitable data to address policy questions, conduct spreadsheet and statistical analyses, assist with slide presentations and written reports, and complete assignments in a timely manner. Candidates must have strong quantitative, writing, and computer skills (with programs such as STATA and/or SAS, Excel, Powerpoint, and Word) and a desire to work on issues of current legislative interest to the Congress. A bachelor’s degree with a major or minor in economics or a related discipline is also required. Salary and Benefits The salary range is from $39,000 to $44,000; the salary will be commensurate with education and related experience.
