CBO’s Budget Analysis Division seeks a manager to direct one of its five units responsible for preparing multiyear budget projections, producing cost estimates for legislation, and providing ongoing assistance to Congressional committees in their development of legislation. In particular, the unit—which currently consists of nine analysts—covers income security and education programs, including: Social Security; Income security programs, including food and nutrition assistance housing assistance, cash assistance, and unemployment insurance; The Pension Benefit Guaranty Corporation; Elementary, secondary, and post-secondary education; Employment, training, and social services; and Immigration. The unit chief will be responsible for organizing, overseeing, and reviewing the unit’s work so as to produce high-quality, nonpartisan analyses and estimates, often under tight deadlines. Those responsibilities will include coordinating, reviewing, and editing CBO cost estimates for proposed legislation. Effective communication with key Congressional staff is essential to success in this process, along with guiding and coordinating the communications with Congressional clients by the unit’s analysts. The unit chief will also coordinate the unit’s preparation of 10-year baseline spending projections and its analysis of the President’s annual budget proposal, and help develop and review CBO’s studies of policy issues related to income security and education. Qualifications Applicants must have an advanced degree in public policy, public administration, economics, or a related field (or a bachelor’s degree with at least 10 years of directly relevant experience) and should possess superior analytical skills and the leadership qualities necessary to manage and motivate a highly skilled staff in a complex and continually evolving legislative environment. Demonstrated leadership experience and ability is required. That experience could include prior management of projects and staff, or significant coordination responsibilities for projects that required participation of several people. Strong oral and written communication skills are necessary, especially the ability to communicate complex material clearly and concisely. Experience with social policy analysis, familiarity with one or more of the program areas that fall within the unit’s areas of responsibility, experience in working with federal budget issues, and knowledge of the Congressional budget process are strongly preferred.
