Agricultural Economist

The Congress relies on CBO’s work to prepare its annual budget plans, review the President’s budgetary proposals, and assess the budgetary effects of legislation. CBO’s Budget Analysis Division seeks an experienced agricultural economist to work in its Natural and Physical Resources Cost Estimates Unit. The analyst will share responsibility for a variety of federal programs involving agriculture, particularly the activities of the Commodity Credit Corporation and the Federal Crop Insurance Program. Duties include preparing detailed estimates of federal expenditures over the next decade for agriculture programs assuming the continued operation of current laws and for legislative proposals to amend those laws. The Congress relies on CBO’s work to prepare its annual budget plans, review the President’s budgetary proposals, and assess the budgetary effects of legislation.  CBO’s agricultural analysts work closely with Congressional staff and agency officials; they have wide-ranging responsibilities and play a significant role in the annual budget process and the development of periodic farm bills. Qualifications Candidates for this position should have an advanced degree in economics, preferably agricultural economics. At least 5 years’ experience analyzing the supply and demand for agricultural commodities is required, as is experience analyzing federal land conservation programs, crop insurance, or price and income support programs of the Commodity Credit Corporation. Candidates must have excellent analytical and computer modeling skills and the ability to handle several analytic issues simultaneously and to independently complete projects under tight deadlines. Candidates must also possess strong oral and written communications skills, especially the ability to communicate complex material clearly and concisely to colleagues, Congressional staff, Members of Congress, and the public. Knowledge of the federal budget process is desirable. Salary and Benefits Salary is competitive and will be commensurate with experience, education, and other qualifications.
