The Office of the Director seeks an Associate Director for Legislative Affairs to serve as CBO’s principal liaison to Congress and an adviser to the CBO Director on Congressional relations. Consistent with CBO’s statutory priorities, the Associate Director’s primary focus is maintaining strong working relationships with the major budgetary committees of the Congress and the Congressional leadership. The Associate Director helps to inform Congressional staff about CBO’s role, operations, and policies; oversees and coordinates CBO’s responses to Congressional requests for testimony, and plays a key role in preparing for committee hearings and in coordinating the agency’s responses to questions posed in the course of those hearings; fields requests from Congressional offices for information on CBO analyses; obtains feedback from Congressional staff about CBO’s work and generally coordinates outreach to Congressional offices for the CBO Director and CBO staff. Working with CBO’s Associate Director for Communications, the Associate Director for Legislative Affairs helps coordinate the rollout to Congress of the major annual CBO reports, including the Budget and Economic Outlook, the Analysis of the President’s Budget, and CBO’s long-term outlook report. With the CBO Director, the Associate Director meets periodically with Members of Congress and their staff to discuss issues, concerns, or questions that may arise about CBO reports and analyses. Qualifications Candidates must have experience and skill in building and maintaining relationships with Congressional staff and familiarity with Congressional procedures generally; familiarity with the Congressional budget process is highly desirable. Strong communication skills and the ability to work effectively with CBO’s analysts and to explain their work to nonexperts are required, as are an understanding of current legislative issues and the ability to function in a nonpartisan way in a highly political environment. Candidates with a master’s degree in public policy, economics, or a related field are preferred but CBO will consider those with a bachelor’s degree and the requisite experience.
