Budget Analyst - Office of Financial Management

Description The Congressional Budget Office is a small nonpartisan agency that provides independent, objective economic and budgetary analysis to the Congress. CBO’s Office of Financial Management, which consists of four professional staff members, seeks a budget analyst to assist in the formulation and presentation of the annual budget, and oversee budget execution, funds control and database functions. The person in this position works directly with the Chief Financial Officer. The budget analyst assists in the formulation and presentation of the annual budget. The incumbent will also assist and in some instances, lead in the reconciliation, detail analysis and forecasting of payroll. The incumbent will execute approved budget requests, prepare and analyze budget records and reports, maintain oversight of funding allotments and associated spending, and make adjustments as required. The budget analyst acts as a spend plan/execution coordinator, assists in internal control reviews and audits, develops recommendations regarding process improvements/automations and provides regular updates to the CFO on the current status of the budget and/or changes in requirements, procedures or practices. The budget analyst will develop and maintain all financial and budget execution tools/databases utilizing automated systems and programs in close coordination with the CFO. In addition, the budget analyst will oversee all aspects of CBO’s travel program and perform other duties as assigned to include the CBO library operations and some accounting functions in the absence of the accountant.   Qualifications Candidates must have a bachelor’s degree in finance, accounting, or a similar field and at least two years of hands-on financial management experience in the federal government. They must have a strong understanding of full-time-equivalents (FTE) and experience projecting/forecasting and performing payroll analysis. They must be able to research and resolve budget issues within financial management systems. They must possess budgeting and financial management skills with the knowledge and ability to gather, assemble, and analyze data for timely and accurate budget reconciliation, execution reporting and formulation presentation. Demonstrated skills in working both independently and collaboratively with others at all levels are also required. Proficiency with automated computer applications such as MS Excel, MS Access and other MS or related products is a must. The ability to handle a wide range of time-sensitive projects simultaneously, along with the flexibility to work additional hours as required, is essential, as is the ability to communicate effectively, both orally and in writing. Candidates must have, or be able to obtain, a favorably adjudicated public trust background investigation, which includes a credit check. Experience developing or assisting in the development of automated financial management tools and familiarity with government travel regulations is a plus.
