CBO’s Office of Financial Management, which consists of four professional staff members, seeks a budget analyst to work directly with the Chief Financial Officer. The person who fills this position will assist in formulating and presenting the agency’s annual budget. The budget analyst will also assist and, in some instances, take the lead in reconciling, analyzing, and forecasting the payroll. The incumbent will execute the approved budget (including the spending plan), prepare and analyze budget records and reports, oversee funding allotments and associated spending, and make adjustments as required. The budget analyst will assist in reviews of internal controls and audits; develop recommendations regarding process improvements and automation; provide regular updates to the CFO on the current status of the budget and any changes in requirements, procedures, or practices. Closely coordinating with the CFO, the budget analyst will develop and maintain financial and budget execution tools, making use of automated systems and programs. In addition, the person will oversee all aspects of CBO’s travel program and perform other duties as assigned, including some accounting functions in the absence of the accountant. Qualifications Candidates must have a bachelor’s degree in finance, accounting, or a similar field and at least two years of financial management experience in the federal government. They must have hands-on experience projecting/forecasting and analyzing payroll. They must be able to research and resolve budget issues using financial management systems. They must possess budgeting and financial management skills and have the knowledge and ability to gather, assemble, and analyze data for timely and accurate budget execution, reconciliation, reporting, and formulation and presentation. Demonstrated skills working both independently and collaboratively with staff at all levels are also required. Strong skills with computer applications such as Excel, Access, and related products are a must. The ability to handle a wide range of time-sensitive projects simultaneously, along with the flexibility to work additional hours as required, is essential, as is the ability to communicate effectively, both orally and in writing. Candidates must have or be able to obtain a favorably adjudicated public trust background investigation, which includes a credit check. Experience developing or assisting in the development of automated financial management tools and familiarity with government travel regulations are pluses.
