Assistant Director

The Congressional Budget Office, the nonpartisan agency that provides budgetary and economic analysis to the U.S. Congress, is seeking to fill the senior executive position responsible for managing and directing the Macroeconomic Analysis Division . The division monitors economic conditions, prepares CBO’s economic forecast, and conducts analyses of the effects of fiscal policy on the economy and on the federal budget. The Assistant Director for Macroeconomic Analysis will work with CBO’s Director and Deputy Director to formulate and implement a strategic agenda for economic forecasting and fiscal policy analyses. The agency’s economic forecast provides the Congress with an assessment of the outlook that reflects fiscal policies under current law and underlies CBO's budget projections. The agency’s fiscal policy analyses include the effects on the economy of alternative policies for federal spending and revenues and the feedback of those effects on the federal budget (sometimes called dynamic scoring); the division conducts those analyses using state-of-the-art macroeconomic models, which it continually improves. Analyst-Mandate Analyses

The Budget Analysis Division is seeking an analyst to work in its State and Local Government Cost Estimates Unit and help carry out the agency’s responsibilities under the Unfunded Mandates Reform Act. In particular, the analyst’s primary responsibilities will include: •    Estimating the impact of federal legislation on the budgets of state, local, and tribal governments and, potentially, on private-sector entities; •    Tracking and analyzing financial data from state and local governments; and   •    Responding to related inquiries from the Congress. CBO’s estimates of the costs of federal mandates on governments at other levels play a significant role in the Congress’s consideration of legislation. The State and Local Unit works closely with Congressional staff and representatives of state, local, and tribal governments, acting as a key link in the legislative process to identify and quantify the effects of federal legislation on other levels of government. The analyst will be responsible for a portfolio of specific program areas, which will probably include legislation dealing with commerce, justice, and transportation issues—but the specific portfolio will be determined, in part, on the basis of the skills and experience of the person hired. Qualifications Candidates for this position must be able to accurately interpret and analyze legislative proposals and must have a graduate degree in public policy, public administration, economics, or a related field. Familiarity with state or local finance is desirable. The ideal candidate is someone who is adept at searching out sometimes hard-to-find information that will help identify the potential effects of legislation and who can distill that information into a concise, accessible form. Financial Economist

The Financial Analysis Division , with a staff of seven, has a highly collaborative and dynamic working environment. The division is seeking talented candidates for a position that involves conducting analyses to evaluate the costs of federal financial activities and contributing to CBO’s recurring projections for the economy and the budget.  A focus of the division’s work is to evaluate the costs, risks, and economic and budgetary consequences of a wide range of federal financial obligations, including loans and loan guarantees, deposit insurance, pension guarantees, and mortgage guarantees. The division also contributes to the agency’s macroeconomic forecasts of interest rates and other financial variables.   Analysts in the division prepare written studies and testimony, provide information to Congressional committee staff, and advise others throughout CBO regarding financial institutions, financial markets, and valuation methodologies. Analysts also have the opportunity to conduct original research and to publish their work in professional journals. Qualifications Candidates must have a Ph.D. in finance or economics (or be completing one in 2016), preferably with a specialty in a field that is relevant to the division’s work, such as asset pricing, derivatives, fixed income, corporate finance, household finance, financial econometrics, or monetary economics. The ideal candidate would also have an excellent understanding of financial markets, a strong interest in public policy, knowledge of the use of derivative pricing and other valuation methods, creativity in applying and adapting those valuation techniques to new applications, and the ability to explain financial concepts clearly and intuitively to a broad audience. Applied Microeconomist - I/O/Market Design

The Microeconomic Studies Division is seeking an economist with training or experience in applied industrial organization, market design, or a related field of microeconomics to assess the effect of various forms of federal involvement in markets for goods and services. Examples of such involvement include auctions for rights to use portions of the electromagnetic spectrum or to drill for oil and gas, tradable permit systems for pollution abatement, and systems of bidding by health insurance plans that determine government subsidies. The successful candidate will contribute to the full range of CBO’s responsibilities for analyzing policy issues related to energy, transportation, health care, or other markets where the government intervenes as a service provider, payer, or regulator. Those responsibilities include identifying data sources and developing models to conduct economic analyses, staying abreast of the emerging literature (including theoretical, empirical, and experimental results with practical consequences for policy analysis), and writing CBO reports and testimonies. Topics of analyses will shift over time, regularly providing new opportunities to contribute.
