The Microeconomic Studies Division is seeking an economist with training or experience in applied industrial organization, market design, or a related field of microeconomics to assess the effect of various forms of federal involvement in markets for goods and services. Examples of such involvement include auctions for rights to use portions of the electromagnetic spectrum or to drill for oil and gas, tradable permit systems for pollution abatement, and systems of bidding by health insurance plans that determine government subsidies. The successful candidate will contribute to the full range of CBO’s responsibilities for analyzing policy issues related to energy, transportation, health care, or other markets where the government intervenes as a service provider, payer, or regulator. Those responsibilities include identifying data sources and developing models to conduct economic analyses, staying abreast of the emerging literature (including theoretical, empirical, and experimental results with practical consequences for policy analysis), and writing CBO reports and testimonies. Topics of analyses will shift over time, regularly providing new opportunities to contribute. Staff members are encouraged to actively participate in the policy research community by presenting papers at conferences, publishing articles in professional journals, and circulating preliminary research through CBO’s working paper series. Qualifications Applicants must have a Ph.D. in economics or a related discipline or must have a master’s degree in those fields and at least seven years of related experience. They should also have strong quantitative skills and the ability to initiate and complete research projects independently and as part of a team. Finally, they should possess a desire to work on issues of current and potential interest to the Congress and an ability to effectively communicate their work to nontechnical audiences orally and in writing.
