The Budget Analysis Division is seeking an analyst to work in its Natural and Physical Resources Cost Estimates Unit.That unit is responsible for preparing multiyear budget projections and producing cost estimates for legislative proposals for many federal departments, including Agriculture, Commerce, Justice, the Interior, Homeland Security, Energy, and Transportation, and many independent agencies such as the Federal Deposit Insurance Corporation, the Environmental Protection Agency, the Federal Communications Commission, and the Small Business Administration. The cost estimates prepared by CBO play a critical role in the consideration of legislation by the Congress. The Congress also relies on CBO’s work to prepare its annual budget plans and to review the President’s budgetary proposals. CBO’s analysts work closely with Congressional staff; they have wide-ranging responsibilities and often play a significant role in the legislative and budget processes. The analyst who is selected will be responsible for a portfolio of specific program areas that may include the Federal Emergency Management Agency, federal community development programs, the National Oceanic and Atmospheric Administration, and Indian affairs. The eventual portfolio will be determined at the time of hiring. Qualifications Candidates for this position must have a graduate degree in public policy, public administration, economics, or a related field and be able to accurately interpret and analyze legislative proposals. Although we will consider students graduating in 2016, preference will be given to those who are currently available to work. Familiarity with the federal budget process and Congressional procedures is desirable. The ideal candidate is diligent in seeking answers to questions that will identify the potential budgetary effects of legislation and is able to distill that information into a concise, readable format. This position requires an analyst with a strong quantitative orientation, the ability to handle several analytic issues simultaneously, and, because the work pace is closely tied to the flow of legislative activity on Capitol Hill, the ability to independently complete written projects under tight deadlines. Strong oral and written communication skills are required, especially the ability to communicate complex material clearly and concisely to colleagues, Congressional staff, Members of Congress, and the public.  Salary and Benefits The salary is competitive and will be commensurate with experience, education, and other qualifications.
