The Macroeconomic Analysis Division is seeking candidates for an entry-level assistant analyst position for a period not to exceed three years – ideal for those interested in substantive work experience before attending graduate school. The Macroeconomic Analysis Division analyzes the macroeconomic effects of federal fiscal policy, studies emerging developments in the U.S. economy, and prepares CBO’s semiannual economic forecast. In the past few years, the division has analyzed a wide range of issues, including the slow recovery of the U.S. economy and labor markets, policies to promote economic growth, the effect of deficit reduction on the economy, and the macroeconomic effects of health care reform. Assistant analysts provide support to the division’s 16 economists in various ways. They assist in the development of the economic forecast and projections and the analysis of the macroeconomic effects of fiscal policy, prepare materials for CBO’s publications, maintain the division’s databases, and provide assistance with data manipulation and economic analysis for the division’s other projects. Qualifications Applicants must have a bachelor’s degree with a major or minor in economics or a related discipline. This position requires strong quantitative skills, a proficiency with personal computers for data analysis, and the ability to juggle multiple projects simultaneously and meet deadlines. Applicants also should be able to communicate technical material clearly, both orally and in writing, and have good interpersonal skills. This position is only for those with or obtaining a bachelor’s degree; it is not for those who have, or are completing, a master’s degree. This position is a developmental position; people with graduate degrees or who are currently in school pursuing a graduate degree will not be considered. Salary and Benefits The salary range is from $39,000 to $44,000; the salary will be commensurate with education and related experience. The Budget Analysis Division is seeking an analyst to work in its Natural and Physical Resources Cost Estimates Unit.That unit is responsible for preparing multiyear budget projections and producing cost estimates for legislative proposals for many federal departments, including Agriculture, Commerce, Justice, the Interior, Homeland Security, Energy, and Transportation, and many independent agencies such as the Federal Deposit Insurance Corporation, the Environmental Protection Agency, the Federal Communications Commission, and the Small Business Administration. The cost estimates prepared by CBO play a critical role in the consideration of legislation by the Congress. The Congress also relies on CBO’s work to prepare its annual budget plans and to review the President’s budgetary proposals. CBO’s analysts work closely with Congressional staff; they have wide-ranging responsibilities and often play a significant role in the legislative and budget processes. The analyst who is selected will be responsible for a portfolio of specific program areas that may include the Federal Emergency Management Agency, federal community development programs, the National Oceanic and Atmospheric Administration, and Indian affairs. The eventual portfolio will be determined at the time of hiring. Qualifications Candidates for this position must have a graduate degree in public policy, public administration, economics, or a related field and be able to accurately interpret and analyze legislative proposals. Although we will consider students graduating in 2016, preference will be given to those who are currently available to work. Familiarity with the federal budget process and Congressional procedures is desirable. The ideal candidate is diligent in seeking answers to questions that will identify the potential budgetary effects of legislation and is able to distill that information into a concise, readable format. This position requires an analyst with a strong quantitative orientation, the ability to handle several analytic issues simultaneously, and, because the work pace is closely tied to the flow of legislative activity on Capitol Hill, the ability to independently complete written projects under tight deadlines. Strong oral and written communication skills are required, especially the ability to communicate complex material clearly and concisely to colleagues, Congressional staff, Members of Congress, and the public.
