CBO’s Budget Analysis Division seeks a manager to direct its Scorekeeping Unit, which prepares cost estimates for the 12 annual appropriation laws. The Scorekeeping Unit also provides ongoing assistance to the House and Senate Committees on Appropriations as they develop legislation, and it tabulates the costs of enacted legislation for the House and Senate Committees on the Budget. Each year, the unit produces a report entitled Unauthorized Appropriations and Expiring Authorizations . The chief of the Scorekeeping Unit is responsible for organizing, overseeing, and reviewing the unit’s work so as to produce high-quality, nonpartisan analyses and estimates, usually under tight deadlines. The unit chief also acts as CBO’s principal liaison to the appropriations committees and supervises the unit’s work related to CBO’s annual analyses of the President’s budget proposal. Qualifications Applicants must have an advanced degree in public policy, public administration, economics, or a related field (or a bachelor’s degree and at least 10 years of relevant experience) and must possess superior analytical skills and the leadership qualities necessary to manage and motivate a highly skilled staff in a complex, continuously evolving legislative environment. A thorough knowledge of the federal budget process—including scorekeeping guidelines and the various budget laws—is essential, as is the ability to successfully interact with other CBO staff members and the staff of the Congressional appropriations and budget committees and the Office of Management and Budget. Attention to detail and the ability to articulate complex material clearly and concisely orally and in writing also are crucial to the position.
