Assistant Director for Tax Analysis

CBO seeks an Assistant Director to lead its Tax Analysis Division , which is responsible for forecasting federal revenues for CBO’s official 10-year budget “baseline” and for analyses related to federal tax policy. Recent work from the division has included Effective Marginal Tax Rates for Low- and Moderate-Income Workers in 2016 , CBO’s Revenue Forecasting Record , and Taxing Capital Income: Effective Marginal Tax Rates Under 2014 Law and Selected Policy Options . The Assistant Director holds the equivalent of a position in the Senior Executive Service, supervising a staff of about 16, most of whom have advanced degrees in economics. Division staff have extensive experience in preparing revenue projections, using economic models and microsimulation techniques, and writing on issues of public finance. The agency’s analysis of issues and legislative proposals provides critical and direct input to the Congressional decisionmaking process.  The Assistant Director for Tax Analysis works with CBO’s Director and Deputy Director to formulate and implement a strategic, multidisciplinary analytical agenda. CBO’s studies and reports reflect the best current thinking, and the Assistant Director is responsible for ensuring that CBO’s analyses continue to meet rigorous standards. Important responsibilities include working with Congressional committees to identify issues for CBO’s analysis; coordinating CBO’s work for the Congress with members of the staff of the Joint Committee on Taxation; reviewing revenue projections and estimates of the effects of legislative proposals; supervising division staff to ensure the timely preparation of high-quality, clearly written studies and reports; developing testimony for Congressional hearings; and providing guidance on model design and development.  Qualifications Applicants must have an advanced degree in economics or a related discipline-preferably a Ph.D.-and at least eight years of significant relevant experience. Experience in producing or overseeing projections of federal tax revenues or economic analyses of federal tax policy proposals is required. Significant ability to undertake quantitative analysis is essential to the guidance and review of the analytical work, as are superior technical skills.  The ideal candidate will demonstrate outstanding leadership and interpersonal skills and the ability to exercise excellent judgment. That candidate will have a proven track record, demonstrating the ability to lead and motivate a diverse staff. Exceptional communication skills are necessary, especially the ability to articulate technical material clearly and concisely, both orally and in writing, internally and for CBO’s Congressional clients. The ideal candidate will be able to build effective working relationships with staff on Capitol Hill and across the organization. Salary and Benefits The salary is competitive with Senior Executive Service positions and will be commensurate with education, experience, and other qualifications.
