Unit Chief - Fiscal Policy Studies

CBO seeks a Unit Chief to lead the Fiscal Policy Studies Unit of the Macroeconomic Analysis Division , which is responsible for analyzing the macroeconomic effects of federal fiscal policy and communicating estimates of those effects to the Congress. In particular, the unit plays a major role in carrying out CBO’s growing responsibilities for “dynamic analysis” of legislative proposals. Members of the unit make important contributions to CBO’s work, as reflected in the reports Budgetary and Economic Effects of Repealing the Affordable Care Act , A Macroeconomic Analysis of the President’s 2016 Budget , The 2015 Long-Term Budget Outlook , and How CBO Analyzes the Effects of Changes in Federal Fiscal Policies on the Economy . The unit works closely with other members of the division who are responsible for economic projections and with other CBO staff, and its analysis of issues and legislative proposals provides critical and direct input to the Congressional decisionmaking process. The successful candidate will supervise a staff of about eight economists in the unit—most  of whom have advanced degrees in economics—and help with the management of the division as a whole. Key responsibilities include identifying issues in fiscal policy that may require attention and research, leading and directing analysts as they do research and write about it, and overseeing the development of economic models used for policy analysis.  Qualifications Applicants must have Ph.D. in economics or a related discipline and at least seven years of significant relevant experience. A deep interest in contributing to the policy debate through thoughtful and objective analysis and the ability to collaborate effectively in a fluid policy environment are also necessary. In addition, the position requires a person with outstanding leadership, research, and management skills—including the ability to manage projects and to motivate and direct a strong professional staff. Ideal candidates will have experience in analyzing the economic effects of fiscal policy and familiarity with state-of-the-art economic models used for fiscal policy analysis, such as overlapping-generations models and multisectoral dynamic general equilibrium models. Solid communication skills are essential, especially the ability to convey technical material in a clear and concise manner both orally and in writing. Salary and Benefits The salary is competitive with Senior Executive Service positions and will be commensurate with experience, education, and other qualifications.
