Managing Editor

The Management, Business, and Information Services Division   seeks an experienced editor to manage its editing and publishing functions—helping to ensure that CBO’s reports are clear and accessible to a broad audience, including Members of Congress, Congressional staff, researchers, and other members of the public.  Responsibilities include supervising a group charged with editing, graphic design, and report production; planning that work and setting processes; and serving as the primary editor of documents about half of the time, on average. The Managing Editor will be assisted in managing day-to-day operations by the Operations Editor, who is responsible for scheduling and coordinating work, and will report to CBO’s Editor in Chief, who is responsible for the overall editorial quality of CBO’s publications.  Qualifications Candidates must have at least seven years’ experience editing professional or academic publications similar to those produced at CBO and a bachelor’s degree, although an advanced degree in English or another field within the humanities is preferable. Candidates must have broad editorial skills––including the ability to reliably guide authors in writing and organizing material, to perceptively review and analyze complex and difficult drafts, making them clear and graceful, and to finish documents with care. They must thoroughly understand English grammar and syntax, should be sensitive to style and to nuances of tone and meaning in writing and editing, and should be at ease with technical subjects and quantitative information presented in tables and graphs. Candidates must also have the ability to manage people and processes effectively—including strong interpersonal skills, the ability to support and develop others, and a commitment to customer service; experience managing a group of full-time staff is desirable. The flexibility to work evenings and weekends, as necessary, is required.  Salary and Benefits The salary range begins at $115,000 per year, and the salary will be commensurate with experience, education, and other qualifications. CBO offers excellent benefits and an appealing work environment. How to Apply To apply, submit a cover letter, résumé, several editing samples (see the Job Applicant FAQs on CBO’s website for a description), salary history, and contact information for three references. Apply by June 2, 2016 to ensure consideration. Only complete applications will be considered.  This is a management position and is not covered by the Veterans Employment Opportunities Act.  CBO is also seeking someone to serve as its Operations Editor (announcement 16-33); applicants will be considered for both that job and this one jointly unless they specify a lack of interest in one of the jobs. Operations Editor

The Management, Business, and Information Services Division seeks an Operations Editor, a role that combines both editing the agency’s work products and coordinating the day-to-day processes of editing and publishing those products. The editing involves making analytical and technical reports clear and accessible to a broad audience––including Members of Congress, Congressional staff, researchers, and other members of the public. The task routinely involves substantive editing but also includes reviewing and reorganizing drafts, providing writing assistance, and rewriting portions of drafts. Coordination responsibilities include assisting the Managing Editor by tracking drafts, formulating schedules, proposing work assignments, and compiling guidelines and instructions for authors and editors as needed to advance major projects.   Qualifications CBO is seeking an editor with extraordinary talent—someone who can see both the forest and the trees, who can transform drafts if necessary and who can catch small errors that others miss.  Candidates must have at least three years of experience in editing professional publications and a bachelor’s degree, although an advanced degree in English or another field within the humanities is preferable. They must have broad editorial skills––including the ability to reliably guide authors in writing and organizing drafts, to perceptively review and analyze complex and difficult drafts, making them clear and graceful, and to proofread with a superior eye for detail. They must thoroughly understand English grammar and syntax and should be sensitive to style and to nuances of tone and meaning in writing and editing. Experience with technical subjects and quantitative information presented in tables and graphs is required. Candidates must also have the ability to plan and orchestrate projects (sometimes involving complicated issues, discussions with many people, and challenging deadlines) effectively—including strong project management and interpersonal skills and a commitment to customer service. Candidates must be able to handle pressing tasks and to work some evenings and weekends, as necessary.  Salary and Benefits The salary range begins at $65,000 per year, and the salary will be commensurate with experience, education, and other qualifications. This position is governed by the Veterans Employment Opportunities Act of 1998 as made applicable by the Congressional Accountability Act, as amended. To claim this preference, an applicant must identify himself or herself as eligible for veterans' preference in the Self-Identification for Veterans' Preference section of the application and must complete and submit CBO's Veterans' Preference Eligibility Form together with the supporting documentation specified on that form to veoa@cbo.gov or faxed to 202-225-7539 within a reasonable time after the date the application was submitted, but no later than 2 weeks after such time. If the position has a deadline, the form and documentation must be submitted by the deadline . Applicants may obtain a copy of CBO's Veterans' Preference in Appointments policy by submitting a written request to careers@cbo.gov .
