General Counsel

The Congressional Budget Office is seeking an experienced attorney to serve as General Counsel. The agency’s principal legal officer is an integral member of the leadership team, advising management and staff on a vast array of legal issues. The General Counsel helps to analyze and interpret proposed legislation and advises CBO staff members as they prepare cost estimates and reports for the Congress. The General Counsel also provides formal and informal advice in all areas of law that affect CBO’s operations, including appropriations, ethics, federal contracting, employment, litigation, privacy, and data use. The General Counsel works with Congressional staff, other government officials, members of the private bar, and the public. Within the Office of the Director , the General Counsel supervises CBO’s legal and acquisitions staff.  Qualifications Applicants must have graduated from a law school accredited by the American Bar Association and must be in good standing in a state bar association or in the bar association of the District of Columbia, a U.S. territory, or the Commonwealth of Puerto Rico. They must have at least 10 years of relevant experience, including substantial experience with appropriations law. The federal budget process, House and Senate procedures, and knowledge of the Congressional Accountability Act of 1995 are other desirable areas of experience. The ideal candidate will have been in practice involving direct contact with clients and in a variety of areas of law, rather than in a narrow specialty, and should be able to demonstrate ability to contribute in the following areas:  •    Advise senior management and staff and present legally sound conclusions in a clear, precise, and persuasive manner that is tailored to the intended audience; •    Under extreme time pressure, interpret legislative proposals and provide counsel regarding significant legal decisions, scorekeeping guidelines, and relevant budget laws;  •    Analyze issues related to CBO’s operations and develop practical solutions to problems;  •    Serve as CBO’s primary ethics officer and advise on the ethics laws and rules that apply to CBO’s employees and consultants, especially regarding political activity and conflicts of interest;  •    Supervise acquisitions, negotiate contracts, and enhance CBO’s access to information from other federal agencies and private sources; and •    Lead and mentor the staff of CBO’s Office of the General Counsel. Applicants will be evaluated comprehensively on the basis of their experience, education, training, and awards.  Salary and Benefits The salary is competitive with Senior Executive Service positions and will be commensurate with education, experience, and other qualifications.
