Assistant Director for Health, Retirement and Long-Term Analysis

CBO seeks an Assistant Director to lead its Health, Retirement, and Long-Term Analysis Division , which analyzes issues and policies in the areas of health care and health care financing (including Medicare, Medicaid, private health insurance, and population health) and Social Security (including CBO’s long-term microsimulation modeling). The agency’s analyses of issues and legislative proposals constitute a critical and direct input to the policy-making process and receive considerable attention and scrutiny—and thus need to reflect the best thinking and modeling and meet the agency’s goal of providing objective, non-partisan analysis for the Congress. The Assistant Director collaborates with CBO’s Director and senior managers to formulate and implement a strategic agenda for the division’s analytical work. The Assistant Director works closely with the division’s other managers to oversee research and modeling as well as the development of reports produced by a staff of about 25 analysts, the majority of whom have a Ph.D. in economics or a related discipline. The Assistant Director is responsible for ensuring that CBO’s analysis continues to meet the highest standards. Other key responsibilities include working with Congressional committees to identify important issues requiring CBO’s analysis; ensuring that reports such as The Long-Term Budget Outlook are clearly written and of high quality; writing time-sensitive material; and maintaining the high functionality of the division. The Assistant Director also has lead responsibility for the overall management of the division. Qualifications Applicants must have an advanced degree – preferably a Ph.D. – in economics, public health, health policy or a closely related discipline; a minimum of eight years of experience in policy analysis of health care or retirement issues; and a proven track record as a manager and research leader. The candidate must demonstrate excellent judgment and interpersonal skills, superior technical skills, and outstanding oral and written communication skills.  Salary and Benefits The salary is competitive with Senior Executive Service positions and commensurate with experience, education, and other qualifications.
