CBO’s Tax Analysis Division is seeking an analyst with an interest in tax research to join its revenue-estimating staff. The revenue analyst will develop baseline revenue estimates and estimates of revenue gains and losses from legislative proposals. The analyst also will conduct empirical research on federal tax policy, undertaking short-term analyses of current legislative proposals and preparing CBO studies. The position requires extensive contact with legislative and executive branch staff members and a facility for quantitative work, including economic modeling and budget tracking. The successful candidate will have at least a master’s degree in economics, public policy, or a related field; a strong background in economics; quantitative analytical experience in economic, tax, or closely related fields; excellent communication and interpersonal skills; the ability to initiate and complete projects independently and as a team member; and a desire to work on issues of current and potential legislative interest to the Congress. Applied Microeconomist

CBO’s Tax Analysis Division seeks an economist to conduct research and analyses on a broad range of federal tax policy issues. Recently completed studies by the division concerned the distribution of household income and federal taxes, the distribution of asset holdings and capital gains, effective marginal tax rates for low- and moderate-income workers, effective marginal tax rates on capital income, international comparisons of corporate income tax rates, the taxation of businesses through the individual income tax, the distribution of federal revenues and spending, refundable tax credits, the elasticity of capital gains realizations, and labor force participation elasticities. The successful candidate will support the work of the division by developing economic models, conducting economic analyses and empirical research, and writing CBO reports and testimony. Applicants must have a Ph.D. in economics or a related discipline, or a master’s degree in economics or a related discipline along with at least three years of relevant experience. Special consideration will be given to candidates with experience in public finance, labor, applied econometrics, or computational general equilibrium modeling. Macroeconomist

The Macroeconomic Analysis Division is seeking a macroeconomist with a broad range of interests, including fiscal policy and public finance. The division’s portfolio of analysis covers a wide range of issues, including these over the past several years: the effects of federal investment on private-sector productivity, the effects of immigration reform on the economy, the effects of changes in the global economy and international trade, and the economic effects of health care reform. The position involves analyzing similar issues, writing CBO reports describing the analyses, and carrying out original economic research. The successful candidate will contribute to the full range of the division's responsibilities. Those include constructing and improving cutting-edge models that underlie CBO’s policy analyses, preparing longer-term studies, and assessing the dynamic effects of specific pieces of legislation (a process sometimes called “dynamic scoring”). Applicants must have a Ph.D. in economics or a closely related discipline, such as public policy or applied statistics, or a master’s degree with at least five years’ relevant experience. Special consideration will be given to candidates with experience in using general equilibrium models to analyze quantitative fiscal policy.
