Health Economist

The Congressional Budget Office is a small nonpartisan agency that provides economic, policy, and budgetary analysis to the Congress. The Health, Retirement, and Long-Term Analysis Division (HRLD) is seeking a health economist to contribute to a variety of projects, analyses, and modeling.   HRLD’s recently completed work includes multiple analyses of the effects of the Affordable Care Act (ACA) on insurance coverage and federal health care spending, analyses of the effects on coverage and spending if the ACA’s provisions were changed, long-term projections of spending in federal health care programs, and a study of how a “premium support” system for Medicare might be designed. Ongoing work includes further analyses related to the ACA and studies on a broad range of topics, such as factors affecting the supply and prices of medical care. The successful candidate will contribute to developing new studies and to designing and improving the state-of-the-art analytical models that underlie them.    Analysts are also encouraged to turn projects and independent research into CBO working papers and outside publications.   Qualifications Applicants must have a Ph.D. in economics or a related discipline, or a master’s degree in economics or a related discipline along with at least three years of equivalent experience. In addition, applicants should have some experience in health policy analysis, either as a student or through employment. They should have strong quantitative skills, experience using large data files, an in-depth knowledge of at least one programming language, and a strong interest in the development of microsimulation models. Applicants also should be able to initiate and complete research projects, both independently and with a team; be able to clearly present their work orally and in writing to nontechnical audiences; and want to work on issues of current or potential legislative interest to the Congress.
