Chief for Revenue Estimating Analysis

The Congressional Budget Office is a small nonpartisan agency that provides budgetary and economic analysis to the U.S. Congress. CBO’s Tax Analysis Division

is seeking a unit chief to direct its Revenue Estimating Unit. The unit’s main responsibilities are projecting federal revenues and analyzing the effects of past and proposed changes to federal tax policies. The unit develops economic models for projecting revenues from individual income taxes, payroll taxes, corporate income taxes, and other sources; it also tracks revenue collections.

The unit chief organizes, supervises, and reviews the unit’s work so that it will produce high-quality, nonpartisan analyses and estimates. The unit chief’s responsibilities include communicating the results of analysis with key Congressional staff members and with others at CBO, developing testimony for Congressional hearings, developing reports that describe CBO’s methods, and coordinating estimates of the macroeconomic effects of federal tax policy with CBO’s Macroeconomic Analysis Division. The responsibilities also include overseeing the preparation of the tax-related parts of several publications, including the agency’s annual Budget and Economic Outlook, twice-yearly updates to that volume, an annual analysis of the President’s budget proposals, and the Monthly Budget Review.

Applicants must have an advanced degree in economics, public policy, or a related discipline and at least five years of relevant work experience. The position requires broad knowledge of current policy issues and substantial experience in analyzing the effects of changes in public policy. Previous experience with tax modeling and revenue projections is preferred.
