Unit Chief - Defense, International Affairs, and Veterans' Affairs

The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO’s Budget Analysis Division seeks a manager to direct its 12-member Defense, International Affairs, and Veterans’ Affairs Cost Estimates Unit. That group communicates regularly with and provides assistance to Congressional committees, prepares policy studies and multiyear budget projections, and produces cost estimates for legislation in several areas:

 

Defense and national security, including overseas military operations, development and procurement of weapon systems, military and intelligence community pay and benefits, and cybersecurity; International affairs, including foreign aid and international finance programs; Veterans’ programs, including health care, education, housing, and disability compensation; and Immigration issues and proposals, including those related to employment- and education- based visas.

 

The unit chief organizes, supervises, and reviews the group’s work to ensure the delivery of high-quality, nonpartisan analyses and estimates, often within tight deadlines. Responsibilities include coordinating, reviewing, and editing numerous cost estimates for annual defense and intelligence authorization bills and for the many proposals that affect veterans, foreign assistance programs, and immigration policy. The unit chief also coordinates the preparation of CBO’s 10-year baseline spending projections and its analyses of the President’s budgetary proposals for the relevant program areas. In addition, the unit chief oversees cost analyses for a variety of defense and veterans’ policy studies and budget options involving weapon systems, military force structure, and veterans’ benefits.

Cybersecurity Analyst

The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO’s Budget Analysis Division seeks a cybersecurity analyst in its Defense, International Affairs, and Veterans’ Affairs Cost Estimates Unit.

The cybersecurity analyst prepares estimates of programs to protect the nation’s critical infrastructure and programs to develop, expand, and maintain federal information technology and cybersecurity.

The cybersecurity analyst works closely with Congressional staff as they develop legislative proposals to create or modify cybersecurity programs administered by the Department of Homeland Security (DHS) and other federal agencies, state and local governments, owners and operators of critical infrastructure, and private-sector entities. The analyst’s work involves classified and unclassified information-sharing programs, DHS’s EINSTEIN system and Continuous Diagnostics and Mitigation program, incidence response assistance, risk and vulnerability assessments, and federal training programs, among others.
