Analyst - Natural and Physical Resources Cost Estimates Unit

CBO’s Budget Analysis Division seeks an analyst in its Natural and Physical Resources Cost Estimates Unit, which covers a wide range of federal programs including agriculture, commerce, justice, energy and the environment, and the management of federal lands and natural resources as well as public investments in science, telecommunications, and transportation infrastructure. The analyst’s specific responsibilities will evolve over time and will depend on the needs of the Congress.

CBO’s analysts have broad responsibilities, and they often contribute significantly to the legislative and budget process by preparing cost estimates for pending legislation and developing short- and long-term budget projections. Their work requires extensive contact with key Congressional staff, federal and state agency officials, subject matter experts in industry and academia, and other CBO staff. The Congress relies on CBO’s analyses to prepare its annual budget plans, evaluate the President’s budget proposals, gauge the potential budgetary consequences of policy ideas, and estimate the cost of proposed legislation.

The analyst will estimate the cost of legislative proposals, develop baseline budget projections, and provide technical assistance to Congressional staff as they develop legislative proposals.

  

Tax Economist

The  Tax Analysis Division is seeking an analyst to conduct research and analysis on a broad range of tax policy issues. The Tax Analysis Division is responsible for providing the Congress with analysis and evaluation of the effects of past and proposed changes to federal tax and transfer policies. It is also responsible for forecasting federal revenues, which are part of CBO’s baseline budget projections.

The analyst will write reports for the Congress on the economic and budgetary effects of tax policy. Those reports may require the analyst to conduct empirical research on federal tax policy, analyze potential policy changes, or develop quantitative models. The position requires facility with quantitative work, including economic modeling, and it involves regular contact with staff members in the legislative and executive branches. Analysts at CBO are encouraged to participate in the policy research community by presenting papers at conferences, publishing articles in professional journals, and circulating preliminary research in CBO’s working paper series.

  

Health Economist

The Health, Retirement, and Long-Term Analysis Division (HRLD) is seeking a health economist to contribute to a variety of projects, analyses, and modeling.

HRLD’s recently completed work includes analyses of the effects of the Affordable Care Act (ACA) on insurance coverage and federal health care spending, analyses of the effects on coverage and spending if the ACA’s provisions were changed, long-term projections of spending in federal health care programs, and a study of how a “premium support” system for Medicare might be designed. Ongoing work includes further analyses related to the ACA and studies on a broad range of topics, such as factors affecting the supply and prices of medical care. The successful candidate will contribute to developing new studies and to designing and improving the state-of-the-art analytical models that underlie them. Analysts are also encouraged to turn projects and independent research into CBO working papers and outside publications.
