Labor Economist

The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the U.S. Congress. CBO seeks a labor economist to conduct research and analysis on topics of interest to the Congress, including all aspects of labor markets and how public policies affect them. CBO’s recently completed work includes reports on the effects of an increase in the minimum wage on employment and family income, the employment of foreign-born people, and the Long-Term Budget Outlook. The analyst will work closely with others throughout CBO, including economists focusing on macroeconomics, tax analysis, and fiscal policy.

  

Labor Economist

The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the U.S. Congress. CBO seeks an economist who will focus on modeling individual behavior in a microsimulation framework, drawing on labor economics, public economics, demography, health economics, and the study of aging.

  

Industrial Organization Economist

The Health, Retirement, and Long-Term Analysis Division seeks an applied economist to analyze health care policies—especially through contributions to CBO’s health insurance simulation model. The economist will apply his or her knowledge of health insurance markets and institutional mechanisms to increase CBO’s capacity to model various Congressional proposals, such as for a public option for nongroup insurance, arbitration for surprise billing, or a premium support system.

The ideal candidate is interested in public policy; experienced in applied industrial organization, market design, or a related field of economics; creative in applying and adapting insights from those fields to public policy applications; and able to explain complex concepts clearly and intuitively to a broad audience. It is strongly preferred that candidates have a Ph.D. in economics or a closely related field; however, CBO may consider candidates with a master’s degree who have more than five years of market-design experience that demonstrates an equivalent capacity to a Ph.D.

Macroeconomist

The Macroeconomic Analysis Division is seeking a macroeconomist with a broad range of interests, including fiscal policy, public finance, and macroeconomic forecasting. The division assesses the macroeconomic effects of federal fiscal policy over the short and long runs, analyzes emerging developments in the economy, and prepares a semiannual economic forecast. The division’s portfolio of analysis covers a wide range of issues, including fiscal and monetary policy, international trade policies, immigration reform, and health care reform. The position involves analyzing such issues, writing reports describing the analyses, and carrying out original economic research.

Applicants must have a Ph.D. in economics or a closely related discipline, such as public policy or applied statistics, or a master’s degree with at least five years of relevant experience. Special consideration will be given to candidates with experience in using macroeconometric and general equilibrium models.

Health Economist

HRLD’s recently completed work includes reports on who was uninsured in 2019 and why and on policies to achieve near-universal health insurance coverage. The division is also carefully following the effects of the coronavirus pandemic on health care spending, insurance coverage, and disparities in who has been affected. The successful candidate will contribute to developing new studies and to designing and improving the state-of-the-art analytical models that underlie them. Analysts are also encouraged to turn projects and independent research into CBO working papers and outside publications.

Applicants must have a Ph.D. in economics or a related discipline, or a master’s degree in economics or a related discipline along with at least three years of equivalent experience. In addition, applicants should have some experience in health policy analysis, either as a student or through employment. They should have strong quantitative skills, experience using large data files, an in-depth knowledge of at least one programming language, and an interest in the development of microsimulation models.

Climate and Energy Economist

The Energy, Environment, and Infrastructure Unit conducts research and analysis on certain topics of interest to the Congress, including climate change, energy and related environmental issues, transportation and infrastructure, and federal policy toward research and development. In the coming years, the unit expects to expand its capacity to model the effects of climate change and climate change policy on the budget and the economy.

Applicants must have either a Ph.D. in economics or a related discipline or a master’s degree with five years of experience in one of those fields. They should also have strong quantitative and modeling skills; preference will be given to candidates with experience modeling energy markets or systems. A background in industrial organization or market design, public finance, or a related microeconomic field is desirable.
